The ladder is one ladder. It does not matter to the price which route your order takes, only to the calendar and to what you are allowed to change about the cards.

Ready stock, held on the United States side
A portion of the 24-design catalogue is held finished, on the US side, and ships domestically to a US address. For a US shop that is the fastest way in: no international transit window, no customs step on your side of the order, and a reorder that can be timed to a season rather than to a production calendar. What it does not allow is a change to the cards — a ready-stock edition is the edition as printed, and any change makes it a new production run.
We do not publish how many decks of any design are held. That figure moves, and a number printed on a page today misleads a buyer reading it next month. What is published is which route a design is on, and that is on the wholesale deck catalogue beside each design.
New production, made in Ukraine
Everything printed new is made in Ukraine: 350 gsm laminated card with a hidden black core, a printed box, and a 48-page booklet, all inside the deck price. The route from order to delivery is: order → artwork or design confirmed → a digital production proof you approve → 15–20 business days of production → 5–9 business days of insured UPS transit to the US. Physical printed samples are not offered today; the proof is digital.

At twenty-four decks the same order is $357.60 of goods and $72.00 of delivery, $429.60 delivered; at forty-eight it is $619.20 and $144.00, $763.20 delivered. Delivery scales with the shipment, not with a flat fee, so the per-deck delivery cost stays at $3.00 into the US across the ladder.
Duty, tax and who pays it
On the domestic route there is no import step. On the international route the US buyer is the importer of record unless duty is prepaid at the order, and the declared value is the goods value on the commercial invoice. Nothing gates the trade price except the twelve-deck minimum itself. You do not apply, you are not approved, and no resale certificate or company number is checked at any stage — the trade price is simply what the checkout charges from twelve decks up. The quote form is there if you want the delivered figure for your own address confirmed first; it is answered within 24 hours on business days.

- Who manufactures tarot cards in the USA?
Very little tarot is manufactured inside the United States; most decks sold there are printed abroad and imported, whoever the name on the box belongs to. Our own answer is direct: Dark Forest cards are made in Ukraine, and a portion of the finished catalogue is then held on the US side so that US shops can be served domestically. - How fast can wholesale tarot cards reach a US shop?
A ready-stock design ships domestically as soon as the order is confirmed. A new production run takes 15 to 20 business days after you approve the digital proof, then 5 to 9 business days of insured UPS transit. Both are planning estimates, not guaranteed dates.
